WASHINGTON (AP) ? Prospects for a Senate deal on an ambitious rewrite of the nation's immigration laws improved markedly as business and labor appeared ready to set aside their differences over a new low-skilled worker program holding up the agreement.

The AFL-CIO and U.S. Chamber of Commerce had been fighting over wages for tens of thousands of low-skilled workers who would be brought in under the new program to fill jobs in construction, hotels and resorts, nursing homes and restaurants, and other industries. But on Friday, officials from both sides said there was basic agreement on the wage issue, and Sen. Chuck Schumer, D-N.Y., said a final deal on the low-wage worker dispute was very close.

That likely would clear the way for Schumer and seven other senators in a bipartisan group to unveil legislation the week of April 8 to overhaul the U.S. immigration system, strengthening the border, cracking down on employers, allowing in tens of thousands of new high- and low-skilled workers and providing a path to citizenship for the estimated 11 million illegal immigrants already in the country.

"We're feeling very optimistic on immigration: Aspiring Americans will receive the road map to citizenship they deserve and we can modernize 'future flow' without reducing wages for any local workers, regardless of what papers they carry," AFL-CIO spokesman Jeff Hauser said in a statement. "Future flow" refers to future arrivals of legal immigrants.

Under the emerging agreement between business and labor, a new "W'' visa program would bring tens of thousands of lower-skilled workers a year to the country. The program would be capped at 200,000 a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau pushed by the labor movement as an objective monitor of the market.

The workers would be able to change jobs and could seek permanent residency. Under current temporary worker programs, personnel can't move from employer to employer and have no path to permanent U.S. residence and citizenship. And currently there's no good way for employers to bring many low-skilled workers to the U.S. An existing visa program for low-wage nonagricultural workers is capped at 66,000 per year and is supposed to apply only to seasonal or temporary jobs.

The Chamber of Commerce said workers would earn actual wages paid to American workers or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department determines prevailing wage based on customary rates in specific localities, so that it varies from city to city.

There was also disagreement about how to deal with certain higher-skilled construction jobs, such as electricians and welders, and it appears those will be excluded from the deal, said Geoff Burr, vice president of federal affairs at Associated Builders and Contractors. Burr said his group opposes such an exclusion because, even though unemployment in the construction industry is high right now, at times when it is low there can be labor shortages in high-skilled trades, and contractors want to be able to bring in foreign workers. But unions pressed for the exclusion, Burr said.

The low-skilled worker issue had loomed for weeks as perhaps the toughest matter to settle in monthslong closed-door talks on immigration among the senators, including Republicans John McCain of Arizona and Marco Rubio of Florida. The issue helped sink the last major attempt at immigration overhaul in 2007, when the legislation foundered on the Senate floor after an amendment was added to end a temporary worker program after five years, threatening a key priority of the business community.

The amendment passed by just one vote, 49-48. President Barack Obama, a senator at the time, joined in the narrow majority voting to end the program after five years.

On the eve of Passover, which begins in Israel with tonight?s traditional seder meal, the?shuk?is jammed with everyone from hippie tourists to religious Jews with black hats and tight side curls. Amid the shouts of vendors and the swish of plastic bags, the ultra-Orthodox and ultra-modern jockey for everything from live fish to fresh garlic stalks to rich Israeli cheese and artisan breads. Nearly everything (except the bread) is labeled ?Kosher for Passover.?

?It?s the new and old noodling together. I love the feel of the past and the progression of the future,? says Yochanan Lambiase, a fifth-generation chef who fairly glides through the aisles of Machane Yehuda as he explores the magnificent palette with a small group of journalists. ?That?s very much Israeli society.??

While most of the shoppers here are Jewish, it?s no longer just Jews who are buying food grown and packaged in accordance with Jewish law, especially in North America.

Vegetarians, vegans, Hindus, Seventh-Day Adventists, and even Muslims have been increasingly choosing kosher products, driving a 64 percent growth in the US kosher market from 2003 to 2008, when it was estimated to be worth $12.5 billion. Since then the increase has been more gradual, but kosher foods remain one of the most steadily growing sectors of the expanding ethnic food market in North America, according to a March 2012 Agri-Trade Service report.?

?I feel the kosher food industry has reached a pinnacle, and now we have to move it into the 21st?century,? says chef Lambiase, who established the world?s first kosher culinary institute in the world here in Jerusalem in 2004 and is co-launching a new tour of the Mahane Yehuda market with?guide Cliff Churgin.

Mr. Lambiase sees himself as a pioneer of sorts. He was raised in a secular British home, and his kosher career was sparked by a love of cooking rather than of Jewish law, which forbids the consumption of pork and shellfish; requires that meat and dairy dishes be kept separate; and has strict rules governing the slaughter of animals.

But he quickly became drawn in by the religious aspects. ?Kosher isn?t anything to do with physical health, it has to do with spiritual health,? says Lambiase, who follows the Chabad-Lubavitch movement, a Hasidic branch of Judaism.?Today, he sees other newly observant Jews as playing a role in bringing kosher food to the gastronomic attention of the world.

?I think there?s been a huge revival in Jewish religiosity over the past 10 years and ? Jewish people normally know what good food is and they?re not going to take [their non-Jewish friends] out for gefilte fish.??

He heads back to his culinary institute, journalists in tow. We are more adept with our pens than with chef's knives, but he and fellow kosher chef Zev Beck are patient.

Despite the cilantro flying, tomatoes squirting on chef Beck?s jeans, and a stray garlic bulb rolling under the stainless-steel tables, after a couple of hours the rich aroma of fresh bread,?shakshoukas?(poached eggs in a spicy tomato base), and broiled eggplants garnished with homemade tahina wafts through the school.

If Lambiase and Mr. Beck can teach even journalists to be kosher cooks, their prospects for expanding the global ranks of kosher chefs look promising.

Russian-American crew taking short cut to space station

MOSCOW/CAPE CANAVERAL, Florida (Reuters) - A spacecraft carrying two Russians and a U.S. astronaut lifted off early on Friday for what was scheduled to be the quickest trip ever from Earth to the International Space Station (ISS).

With NASA astronaut Chris Cassidy and Russian cosmonauts Pavel Vinogradov and Alexander Misurkin aboard, the Soyuz TMA-08M blasted off at 2:43 a.m. local time from Russia's Baikonur Cosmodrome in Kazakhstan.

"We feel great," Vinogradov reported to mission control outside Moscow after the launch, in footage broadcast on Russian television and NASA TV. A good luck charm - a toy bear he took on a 2006 voyage - hung from a string above the crew.

The capsule was due to dock at the ISS, a $100 billion research outpost that orbits about 250 miles above Earth, less than six hours after launch - a truncated trip that, if successful, should please the crew of the cramped capsule.

All previous ISS crews took at least two days to reach the station, orbiting Earth more than 30 times instead of the four orbits the TMA-08M was to make before the docking scheduled 2132 ET on Thursday.

The more direct flight requires burning large amounts of fuel in two bursts within 90 minutes after lift-off and some precision flying. Recent upgrades to command and control systems aboard Russia's workhorse Soyuz capsules have made quicker trips easier.

"From a technical point of view, we feel pretty comfortable with this. All of the procedures are very similar to what we do in a two-day process and we've trained it a number of times," Cassidy said at a pre-launch press conference shown on NASA TV.

The shorter trip was tested in three Russian cargo flights to the station before being approved for use on a crewed flight.

Igor Lisov, an expert at the Russian publican Novosti Kosmonavtiki, said the faster trip requires precision.

"Ballistics is a difficult thing. If for some reason you are not able to correct the orbit of the station or they have to avoid space debris ... that can disrupt this method," he said.

But he added that "arguments in favor are obvious: It is very uncomfortable to fly for two days in the Soyuz."

On the quicker trip, the disabling effects of adapting to microgravity, which include dizziness, nausea and vomiting, do not have time to take hold before the crew reaches the station, Vinogradov said at the press conference.

He said planning for faster flights to the station began about three years ago.

"At first everybody was really apprehensive about it, but later on our ballistic specialists calculated the possibility, looked at the rocket and verified the capabilities of the Soyuz vehicle, which now has a digital command and control system and an onboard computer that can do pretty much anything," he said.

Vinogradov, Misurkin and Cassidy are to join Canadian Chris Hadfield, American Tom Marshburn and Russian Roman Romanenko, which docked at the station in December.

North Korea is no 'paper tiger', warns US official as regime puts rockets on standby

The threats to the U.S. are becoming more strident as North Korea's leader, Kim Jung Un, says his rockets are ready to strike America at any time. But experts do not believe Pyongyang has the capabilities it claims.

North Korea put its rocket units on standby Friday to attack U.S. military bases in South Korea and the Pacific, after repeated threats and one day after two American stealth bombers flew over the Korean Peninsula in a military exercise.

A U.S. official warned that the isolated communist state is ?not a paper tiger? and its reaction should not be dismissed as ?pure bluster.?

According to the North Korea's official KCNA news agency, the country's leader Kim Jong Un ?judged the time has come to settle accounts with the U.S. imperialists in view of the prevailing situation? at a midnight meeting of top generals, Reuters reported.

The latest threat comes one day after?two nuclear-capable stealth bombers flew from Missouri?to drop inert munitions on a range in South Korea as part of a major military exercise.

The U.S. official emphasized the danger posed by North Korea?s military and the unpredictable nature of its 30-year-old leader.

?North Korea is not a paper tiger so it wouldn't be smart to dismiss its provocative behavior as pure bluster. What's not clear right now is how much risk Kim Jong Un is willing to run to show the world and domestic elites that he's a tough guy,? said the official, who asked not to be named. ?His inexperience is certain -- his wisdom is still very much in question.?

There was a mass demonstration in support of Kim?involving tens of thousands of people?in the main square of North Korean capital Pyongyang Friday, The Associated Press reported.

Placards read "Let's crush the puppet traitor group" and "Let's rip the puppet traitors to death!"

'War for national liberation'
The state-controlled KCNA also published an article that said the ?opportunity for peacefully settling the DPRK-U.S. relations is no longer available as the U.S. opted for staking its fate. Consequently, there remains only the settlement of accounts by a physical means.? DPRK stands for Democratic People?s Republic of Korea, the North's official name.

South Korea?s Yonhap news agency quoted a South Korean military official as saying that there had been ?increased movement of vehicles and forces? at missile launch sites in the North. ?We are closely watching possibilities of missile launches,? the unnamed official said.

North Korea routinely issues hostile statements but analysts have noted recent remarks have become more belligerent. In December, the North carried out a long-range rocket test and then detonated a nuclear bomb in a test earlier this year.

North Korea's young leader Kim Jong-un has issued almost daily threats, including the threat of nuclear strikes on Washington, D.C., and Seoul. In addition, Pyongyang has put its troops on combat readiness, warning that war "may break out at any moment." NBC's Ian Williams reports.

At a daily news briefing Friday, China?s Foreign Ministry Spokesman Hong Lei said China was calling for an easing of tensions.

But some fear the situation could be getting out of control.

"It seems that Kim Jong Un is in the driving seat of a train that has been taken on a joyride," Lee Min-yong, an expert on North Korea at Sookmyung Women's University in Seoul, told Reuters.

Russia, meanwhile, appeared to criticize the U.S. over Thursday's bomber mission.

"We are concerned that alongside the adequate, collective reaction of the U.N. Security Council, unilateral action is being taken around North Korea that is increasing military activity," Foreign Minister Sergei Lavrov told reporters in Moscow, according to Reuters.

"The situation could simply get out of control; it is slipping toward the spiral of a vicious cycle," he said.

Apple's main focus seems to be on the features that set the iPad and iPad mini apart with a strong emphasis on the availability of apps, battery life, and LTE. Interestingly, out of all the features that Apple has decided to tout, the first feature they decided to list were some statistics for how many users are currently using iPads and how many school systems and government agencies have or plan to deploy iPads.

Death toll in Tanzania building collapse rises to 19

NAIROBI (Reuters) - The death toll from the collapse of a building in Tanzania's commercial capital Dar es Salaam has climbed to 19, a senior official said on Saturday.

The building of more than 12 storeys, which had been under construction, collapsed on Friday morning near a mosque in the Kariakoo district around the city center. Several cars were crushed by falling masonry.

Tanzania's buoyant economy has fuelled a building boom, especially in Kariakoo and the city center. But the speed of construction has raised concerns about standards.

"Nineteen people have been killed so far and 17 were rescued alive, so this accounts for 36 people who were trapped in the collapsed building," Dar es Salaam Regional Police Commander Suleiman Kova told reporters at the scene.

"There is very little hope of finding any more people alive from under the rubble, but we are determined to recover all bodies so that they can be given a proper burial."

Witnesses said they believed construction workers were inside the building when it collapsed. Rescue workers sifting through the rubble on Saturday said two boys were also still missing.

Tanzanian President Jakaya Kikwete, who visited the scene on Friday, ordered authorities to act against responsible parties.

Kova said police had arrested four suspects, including the building owner. Police had previously said the owner in custody was also the contractor, but later said they were still looking for the building contractor.

SAN FRANCISCO (AP) ? Internet search leader Google is taking another step beyond information retrieval into grocery delivery.

The new service, called Google Shopping Express, will initially provide same-day delivery of food and other products bought online by a small group of consumers in San Francisco and suburbs located south of the city. The company, based in Mountain View, Calif., didn't say how many people will be part of the test.

If the pilot program goes well, Google Inc. plans to expand delivery service to other markets.

"We hope this will help users explore the benefits of a local, same-day delivery service, and help us kick the tires on the new service," Google said in a Thursday statement.

The delivery service is part of Google's effort to increase consumer reliance on the Internet, so it will have more opportunities to show online ads, which generate most of its revenue.

Google has learned that the more time people spend online, the more likely they are to use its dominant search engine or one of its other popular services, like its YouTube video site or Gmail, that include advertising.

The delivery service also could spur merchants to buy more online ads if Google's same-day delivery service encourages consumers to do more of their shopping online. Having to wait days or, in some cases, more than a week for the delivery of online orders ranks among the biggest drawbacks to Internet shopping.

It's a problem that Amazon.com Inc. and eBay Inc., which operate the largest e-commerce sites, already have been trying to solve by offering same-day service in some U.S. markets. Wal-Mart Stores Inc., the world's largest retailer, also offers same-day delivery in five markets.

A mix of national, regional and neighborhood merchants are enlisting in Google Shopping Express. The best-known names on the list include Target Inc. and Walgreen Co. All the merchants in the Google program will sell certain items through a central website. Google has hired courier services to pick up the orders at the merchant stores and then deliver them to the customer's home or office.

Although the couriers will be working on a contract basis, they will be driving Google trucks and wearing company-issued uniforms.

It remains unclear whether Internet shopping and same-day delivery can be profitable. Online grocer Webvan collapsed in 2001, largely because it couldn't devise a pricing plan that would pay for the costs of same-day delivery without alienating shoppers unwilling to pay too much extra for the added convenience.

Google is still trying to figure out how much to charge for its same-day delivery service. For the six-month test period in the San Francisco area, consumers won't have to pay a surcharge. Google instead will receive a commission from participating merchants.

The expansion into same-day delivery comes at the same time that Google is preparing to close some of its older online services so it can devote more attention and money to other projects.

The realignment has irked some Google users. The biggest complaints have centered on Google Reader, which allows people to automatically receive headlines and links from their favorite sites, and iGoogle, which allows Web surfers to design a page consisting of the Google search engine surrounded set up other online features, such as local weather reports and stock market quotes.

Google Reader is scheduled to close in July and iGoogle will shut down in November.

Google shares fell $8.47 to close at $794.19 on Thursday.

WASHINGTON (AP) ? Increased hiring, lower unemployment, stock market on the rise. Who gets the credit?

It's a hotly debated point in Washington, where political scorekeeping amounts to who gets blame and who gets praise.

Following Friday's strong jobs report ? 236,000 new jobs and unemployment dropping to a four-year low of 7.7 percent ? partisans hurriedly staked out turf.

"Woot woot!" tweeted former White House economic adviser Austan Goolsbee. "With 12 million still unemployed?" countered Senate Republican leader Mitch McConnell's spokesman, Don Stewart.

When it comes to the economy, presidents usually get the rap for downturns and reap benefits from upturns. But the main factors affecting the current recovery and the record activity in the stock market may have less to do with high-profile fiscal policy fights in Washington than they do in the decisions of the Federal Reserve Bank, which has pumped trillions of dollars into the economy, kept interests rates at near zero and pushed investors away from low-yield bonds to stocks.

"From a policy standpoint, this is being driven primarily by the Fed," said Mark Vitner, an economist at Wells Fargo.

Yet to some, Washington deserves little recognition.

"Economies recover," said Douglas Holtz-Eakin, a former director of the nonpartisan Congressional Budget Office and now head of the American Action Forum, a conservative public policy institute. He acknowledged the Fed's monetary policies halted the initial free fall by the financial industry, but he said the economy has had to catch up to the Fed's low interest rates.

"It took a long time for the housing market for them to matter and for the auto market for them to matter," Holtz-Eakin said. "So I don't think that's a policy victory."

If Democrats are eager to give President Barack Obama acclaim for spurring the recovery with an infusion of spending in 2009, there are just as many Republicans who will claim his health care law and his regulatory regimes slowed it.

If there is common ground among economists, it is that the next step in fiscal policy should be focused on reining in long-term spending on entitlements programs, particularly Medicare, instead of continuing debates over short-term spending. But such a grand bargain has been elusive, caught in a fight over Obama's desire for more tax revenue and Republican opposition to more tax increases.

Obama and some Republicans are trying to move the process with phone calls and a dinner here and a luncheon there. Next week, the president plans to address Democrats and Republicans in the House and Senate in separate meetings to see, as he put it Saturday in his weekly radio and Internet address, "if we can untangle some of the gridlock."

Who gets credit does have political consequences. A strong economy would create more space for Obama to pursue other aspects of his second-term agenda. But it's an important question for the long term, too, because if the recovery is indeed accelerating it could validate the policies that the Obama administration and the Fed put in place.

Hiring has been boosted by high corporate profits and by strength in the housing, auto, manufacturing and construction sectors. Corporate profits are up. Still, it might be too soon to declare victory. While the recovery may be getting traction, the U.S. economy is not yet strong.

Economic growth is forecast to be a modest 2 percent this year. Unemployment, even as it drops, remains high nearly four years after the end of the Great Recession, with roughly 12 million people out of work.

Last year's early months also showed strong job gains only to see them fade by June.

March could prove to be a more telling indicator as the economy responds to a third month of higher Social Security taxes and as across-the-board spending cuts that kicked in March 1 begin to work their way through government programs. Economists say anticipation of the cuts already caused a downturn in the fourth quarter of last year as the defense industry slowed spending. The Congressional Budget Office and some private forecasters say the coming cuts could reduce economic growth by about half a percentage point and cost about 700,000 jobs by the end of 2014.

"My view is that aggressive monetary and fiscal policy response to the recovery has been a net positive," said Mark Zandi, chief economist at Moody's Analytics.

But referring to the automatic cuts, he said, "Fiscal policies have turned from a very powerful tailwind to a pretty significant head wind." And, he added, "the economy is going to be tested again in the next few months."

Obama has been distancing himself from the potential consequences of the automatic cuts, even though he signed the legislation that put them in place. Initially, they were designed to be so onerous that it would force all sides to work out a long-term deficit-reduction and debt-stabilization package. But that agreement never materialized.

If the recovery has been slow, White House officials argue, it is because Republicans have been unwilling to yield to Obama's demands for deficit reduction that combines tax increases and cuts in spending.

Obama himself seemed to touch on that viewpoint in his weekly address.

"At a time when our businesses are gaining a little more traction, the last thing we should do is allow Washington politics to get in the way," he said while heralding good economic news. "You deserve better than the same political gridlock and refusal to compromise that has too often passed for serious debate over the last few years."

Vitner, the Wells Fargo economist, argues that if anyone deserves credit for the recovery, it is the American public and American businesses "for being able to tune out all the noise that's coming from Washington."

"It's remarkable," he said, "that in the face of so much political uncertainty we've been able to see the growth that we have."

Before the conclave, horse-trading has begun

VATICAN CITY (AP) ? The Vatican insists that the cardinals participating in the upcoming conclave will vote their conscience, each influenced only by silent prayers and reflection. Everybody knows, however, that power plays, vested interests and Machiavellian maneuvering are all part of the game, and that the horse-trading is already under way.

Can the fractious Italians rally behind a single candidate? Can the Americans live up to their surprise billing as a power broker? And will all 115 cardinals from around the world be able to reach a meeting of minds on whether the church needs a people-friendly pope or a hard-edged manager able to tame Vatican bureaucrats?

This time there are no star cardinals and no big favorites, making the election wide open and allowing the possibility of a compromise candidate should there be deadlock.

While deliberations have been secret, there appear to be two big camps forming that have been at loggerheads in the run-up to the conclave.

One, dominated by the powerful Vatican bureaucracy called the Curia, is believed to be seeking a pope who will let it continue calling the shots as usual. The speculation is that the Curia is pushing the candidacy of Brazilian Odilo Scherer, who has close ties to the Curia and would be expected to name an Italian insider as Secretary of State ? the Vatican No. 2 who runs day-to-day affairs at the Holy See.

Another camp, apparently spearheaded by American cardinals, is said to be pushing for a reform-minded pope with the strength to shake up the Curia, tarnished by infighting and the "Vatileaks" scandal in which retired Pope Benedict XVI's own butler leaked confidential documents to a journalist. These cardinals reportedly want Milan archbishop Angelo Scola as pope, as he is seen as having the clout to bring the Curia into line.

The other key question to resolve is whether the pope should be a "pastoral" one ? somebody with the charisma and communication skills to attract new members to a dwindling flock ? or a "managerial" one capable of a church overhaul in a time of sex-abuse scandals and bureaucratic disarray.

It's hard to find any single candidate who fits the bill on both counts.

Italy has the largest group of cardinal electors with 28, and believes it has a historic right to supply the pope, as it did for centuries. Italians feel it's time to have one of their own enthroned again after 35 years of "foreigners," with the Polish John Paul II and the German Benedict.

But Italians are divided by which Italian church groups they have been affiliated with, and which leaders they follow. A dispute that pitted the followers of the archbishops of Genoa and Florence is said to have cost them the papacy in 1978 after 455 years of Italian popes.

Andrea Riccardi, a founder of the Sant Egidio community and minister of cooperation in the Italian government, says Italian cardinals should get the first look.

"The pope is bishop of Rome," Riccardi said. "Only if the selection of an Italian becomes impractical should it be the case to look in another direction."

From one point of view, the Italians have already suffered a setback. The selection of Tuesday for the conclave to begin is considered a victory for the "foreigners" who had sought more time to get to know get to know one another amid pressures to begin voting as early as Sunday.

And the leading Italian newspaper Corriere della Sera, which polled experts on Saturday, found Boston Cardinal Sean O'Malley topped their list of papal favorites ? ahead of both Scherer and Scola.

Two other Americans ? Cardinal Timothy Dolan of New York and Cardinal Donald Wuerl of Washington ? also emerged as potential popes in the survey. That was a surprise since Americans had largely been written off because of potential negative perceptions of electing a superpower pope. Vatican watchers have also noted that an American pope would likely have difficulty dealing with anti-Christian violence and persecution in the Islamic world.

But there are 11 American cardinal-electors, second in number only to the Italians, and they are being talked up for their perceived managerial skills.

The American reputation may have been boosted by the Vatican's decision to silence their daily pre-conclave news conferences. The American eagerness for transparency has been well received among Catholics ? and cast in sharp contrast to the secrecy-prone Italians.

There is one more camp, which presumably commands enough votes to influence the election.

It is the "Benedict faction," the 67 voting cardinals who owe their red hat and presence in the conclave to the most recent pope. They make up more than half of the voters.

Their loyalty to Benedict could damage the ambitions of any cardinal thought to have damaged his papacy and been part of the "divisions" that Benedict lamented in his final addresses.

Who might that be? Their names are presumably listed in a secret report prepared for Benedict about the "Vatileaks" scandal.

Only a few people have seen that report. None of the cardinals who will be voting are among them.

Socialists launch election drive, vow to rehabilitate Hungary

BUDAPEST (Reuters) - Hungary's opposition Socialists launched their campaign for 2014 elections on Saturday by pledging economic revival and an end to a perceived anti-democratic drift and troubled foreign relations during Prime Minister Viktor Orban's time in power.

Orban has often clashed with the European Union, United States and international lenders over windfall taxes on banks and energy firms and a slew of legislation that critics say have cemented Fidesz's grip in the civil service, courts and media.

His conservative Fidesz party has angered many voters with deficit-fighting tax rises and constitutional amendments to tighten its hold on an array of national institutions.

The Socialists, who governed from 2002-2010, were trounced at the last election amid a severe economic slump and corruption scandals. But they have yet to rebound much in voters' minds, now polling 12 percent compared with Fidesz's 26 percent.

The left-wing opposition must team up with the newly formed Together 2014 party of former premier Gordon Bajnai to have any chance of winning the next national vote. The parties plan to hold talks about forming an alliance later this year.

About 12,000 Socialist supporters gathered in Budapest's biggest sport arena to hear Chairman Attila Mesterhazy say the party had been rejuvenated and a comprehensive program had been drafted to take on Orban.

With broad strokes Mesterhazy paid heed to all groups of society, promising to make unemployment benefits available for a period of six months instead of three months currently, raise the minimum wage and improve healthcare.

ECONOMIC SQUEEZE

He condemned Fidesz's economic policies and said it would take at least two years to restore growth and create jobs in Hungary's economy, which shrank by 1.7 percent in 2012.

"To do this first we need to restore confidence. To restore confidence we need clear rules and a transparent government..., a new balance between the state, market and consumers ... and an end to corruption."

He promised to reinvigorate bank lending and distribute European Union development funds more efficiently.

Orban says he has fixed an economic mess and high budget deficit inherited from his Socialist predecessors and stopped Hungary following Greece into financial freefall.

Mesterhazy also said the Socialists would work with grassroots groups and unions to rehabilitate the rule of law starting with the constitution which Fidesz overhauled.

He said a Socialist government would be cooperative not confrontational in foreign relations, repairing damaged ties with the European Union and other international partners.

"We must not wage a freedom fight against Europe, rather cooperate in an alliance so that we can represent our national interests better," Mesterhazy said.

Fidesz upset many Hungarians by nationalizing pension fund assets, introducing new taxes on financial transactions and telecommunications and increasing influence over education, cultural institutions, the media and the judiciary.

But since Fidesz's landslide election victory in 2010, the left-wing opposition has been fragmented and unable to capitalize on Orban's loss of about a million supporters and the undecided view of almost half the eight million electorate.

WASHINGTON (AP) ? The White House says President Barack Obama held a private dinner recently with former President Bill Clinton and former Secretary of State Hillary Rodham Clinton.

White House spokesman Josh Earnest says the Obamas and the Clintons enjoyed the conversation but isn't releasing details.

Hillary Rodham Clinton stepped down in February as Obama's chief diplomat after serving in that role throughout his first term.

On Wednesday, Obama shared another notable meal, with a dozen Republican senators near the White House. He had lunch Thursday with Paul Ryan, the Republican chairman of the House Budget Committee, and Chris Van Hollen, the committee's top Democrat.

Those meals are part of a broader attempt by Obama to improve relations with congressional Republicans in hopes of jump-starting budget talks and rallying support for other proposals.

Santa Clara 49ers Stadium 75 Percent Sold Out

SANTA CLARA -- Riding high off a Super Bowl run, the San Francisco 49ers have sold three-fourths of the seats at the new Silicon Valley stadium as the team prepares to transfer a huge cash infusion to the public agency building the stadium.

Undeterred by huge price increases over Candlestick Park tickets, fans and corporations have bought $403 million worth of seats, -- equal to the cost spent to build the stadium so far -- and the Niners are well ahead of schedule to sell out before the 2014 opening, the team said Friday.

In fact, the most expensive seats in the house are already sold out -- in the suite tower, where luxury boxes cost up to $500,000, and the $80,000 club seats at midfield. Only the cheaper seats behind the end zones and in the corners are left. When adding suite sales, the total new revenue from the $1.2 billion stadium is believed to be more than $800 million.

"I think we've been received very well by our fan base," said 49ers CEO Jed York.

The Niners' sales team Friday transferred the seat sales contracts to the Santa Clara Stadium Authority, the public agency that is relying on the revenue to pay back the $850 million loan it took out to begin construction last April. The City Council, acting as the Stadium Authority, is set to approve the contracts Tuesday night, making them legally binding.

Although most fans are financing the seats over time instead of paying cash, the Stadium Authority will immediately

receive $100 million worth of payments fans have already made.

Unlike at Candlestick Park, where fans just buy tickets to get in, the new stadium requires fans to purchase their seats ahead of time and then pay for annual season tickets on top of that cost. Seats in the new stadium range from $2,000 to $80,000 in one-time costs and are good for life, while season tickets are about double the cost of Candlestick: $850 to $3,750 per season.

Al Guido, of Legends, the firm that is leading the sales effort for the Niners and the Stadium Authority, said his sales team had sold out all 102 suites in the new three-story tower of luxury boxes, though about two thirds of the remaining 60-or-so suites that ring the stadium are still available. The team keeps the revenue from the luxury boxes, which cost $150,000 to $500,000 and fit more than a dozen people. With the suite tower sold out, the luxury box revenue is believed to be in the range of $400 million, though the 49ers would not reveal the exact total.

Overall, three out of every five sections have sold out since the pricey club seats went on sale a year ago and the remaining seats began selling in June, Guido said. About 70 percent of existing season ticket holders have bought seats.

About 14,000 clients -- mostly fans, with some companies -- have bought 46,100 seats in the 68,500-seat stadium. About 1,000 seats will be left unsold for single-game sales.

Comparing the stadium sales effort to other teams is tricky since the sales process is typically private in the NFL, and the most recent two stadiums, Cowboys Stadium and the Giants' and Jets' MetLife Stadium, did not begin selling seats until 18 months before opening.

Stadium opponents doubted the team could sell enough seats to pay back the loan required to build the stadium. But sales began swiftly, topping $300 million during the first nine months as the team celebrated its run to the NFC Championship game. Then in the past few months, another $100 million in sales poured in as the Niners reached Super Bowl XLVII.

"This was a really exciting season, and they're a young team," said Morgan Hill resident Lucia Langone-Martin, 41, who works at a bank down the block from the new stadium and bought two seats with her husband last month. "I think there's going to be a lot happening for them, and to be able to see that upfront is definitely a driver" to buy.

Ryan Russell, a dispatcher for the San Jose Fire Department, said she was willing to work overtime and split the cost of a pair of $6,000 seats with her boyfriend and parents because she didn't want to wait and risk missing out if her favorite team wins the Super Bowl.

"I would be kicking myself," said Russell, 27. "We knew it was going to be a lot of money. (But) we love the 49ers, and what better way to support our team?"

It's been 35 years since an Italian pope has ruled the Catholic Church, and some Vatican watchers believe the conclave that starts Tuesday could be the first to elect a pontiff from outside Europe.

While the Italians control a quarter of the votes, recent scandals suggest that they might be too beset by deep divisions to unite early around one candidate from their home turf.

The church's influence in Europe is on the wane, and its biggest area of growth is in sub-Saharan Africa, leading some to suggest that it might be time to look beyond the traditional countries for a pope with global appeal.

"The Catholic Church has moved far beyond the notion that any one nationality has a peculiar aptitude for the Office of Peter," said NBC News Vatican analyst George Weigel, author of "Evangelical Catholicism."

"The secondary reason why this is a wide-open field from which a non-European candidate may emerge is that the Catholic Church is in serious difficulty throughout western Europe and in parts of central and eastern Europe.

"Even stalwart Poland is beginning to show some troubling signs of the influence of secularism."

A number of non-Europeans keep showing up on Vaticanologists' lists of papabili,?those cardinals thought to have the right stuff: Marc Ouellet of Canada, Luis Antonio Tagle of the Philippines, Odilo Pedro Scherer of Brazil, Robert Sarah of Guinea.

The Rev. Thomas Reese, an analyst for the National Catholic Reporter, said that when insiders talk about crossing the European borders, the conversation often ends up in Africa, "where the church is growing, where it's dynamic and where it's a success in vocations."

"The church looks good in Africa," he said. "The counter-argument is: The church in Africa is doing fine. We need someone to deal with the church in Europe, North America and Latin America, where it's in trouble."

Reese said he's "not sure that geography is the answer" to the Vatican's problems, but at the same time he sees the appeal of a pope from afar.

"It would certainly send a message that this is a global church, this is not a European church any more," he said.

With just three days to go before the conclave, there is no indication that the cardinals are rallying around any one candidate, including the Italians.

Weigel said many of the top non-European candidates have impressive Roman credentials:

Cardinal Marc Ouellet: The former archbishop of Quebec City, he heads the Congregation for Bishops, has worked in two Vatican departments and has taught at the Lateran University. He also has Latin American experience, having taught there, and has confronted an "aggressively secular environment" in Quebec. But some will question whether the scholarly pastor can reform the curia, the administrative apparatus of the Vatican.

Cardinal Odilo Pedro Scherer: The archbishop of Sao Paolo, Brazil, worked for the conclave's senior cardinal, Giovanni Battista Re, at the Congregation of Bishops under Pope John Paul II. Now he has the top job in the country with the most Catholics. He lacks charisma, though, and many cardinals feel they need someone with personality.

Cardinal Robert Sarah: Appointed archbishop of Conakry, Guinea, when he was just 34, Sarah now heads the pontifical council Cor Unum, which is the Vatican's parallel to the U.S. Agency for International Development. Weigel noted, however, that Rome has often not been as friendly as it could have been to African church leaders.

Filipino Cardinal Luis Antonio Tagle has lots of energy and charisma but might be seen as too young.

Cardinal Timothy Dolan: The archbishop of New York's personality could be a double-edged sword. Other geographic outliers who have been mentioned and might get some votes in early balloting include Malcolm Ranjith of Sri Lanka, Thomas Collins of Toronto, Sean O'Malley of Boston and Jorge Bergoglio of Buenos Aires.

An oft-mentioned cardinal, Peter Turkson of Ghana, is favored in the Italian press, which Weigel said historically means his candidacy is over even before voting starts.

Reese said regardless of how many worthy candidates there are, he wouldn't bet on a pontiff from another continent.

"The odds are against it when more than half the College of Cardinals is from Europe," he said. "They always begin by looking at the Italians."
