Uzbekistan approves bill to ban foreign military bases in country in bid to appease regional powers Russia, China

Uzbekistan's approval for a new bill that bans any foreign military base on its territory maybe seen as a move by the country to ease concerns of China and Russia, which are both influential in Central Asia.

The upper house of the Uzbek parliament has approved a new bill, in what appears to be an effort to appease Moscow.

However, Joshua Foust, an expert on Central Asia claims that the proposed bill would have an impact on US-Uzbekistan military cooperation.

"Uzbekistan has never been friends with the US per se. And this decision can be explained by Uzbekistan's desire not to be portrayed as an American puppet," the Christian Science Monitor quoted Foust, as saying.

The bill, which still has to be signed by Uzbekistan's president, appears to invalidate growing rumors that Tashkent may allow the US to open a military base in Uzbekistan to replace the major air base in neighboring Kyrgyzstan, which is due to close in 2014, and also raises questions about Uzbekistan's support of the NATO-led operation in Afghanistan.

Uzbekistan left the Collective Security Treaty Organization (CSTO), a Russia-dominated post-Soviet security alliance, in June, because CSTO members cannot host a foreign base without consent from the rest of the member. Many interpreted Uzbekistan's this decision as a step forward to open a US base there.

Moscow has also been expressing concern over Uzbekistan's rapprochement with the US, while the Russian media have been publishing reports about the "New Great Game," a struggle for the influence in Central Asia, the report said. (ANI)

Asia stocks edge up ahead of Fed chief's speech

SEOUL, South Korea (AP) ? World stock markets were mostly lower Wednesday, as investors remained largely on the sidelines ahead of a key speech by Federal Reserve chief Ben Bernanke that might yield clues about future actions to spur economic growth in the world's No. 1 economy.

Analysts downplayed moderate market gains in some countries including South Korea, as markets were swayed by big stocks amid light trading.

Cho Byung-hyun, an analyst at Tong Yang Securities in Seoul said that investors and traders are fixated on Federal Reserve Chairman Ben Bernanke's speech, to be delivered Friday in Jackson Hole, Wyoming. Investors will watch carefully for clues about the central bank's intentions to try to speed up the U.S. economic recovery.

"Investor expectations are mixed about the Friday speech. There are hopes for another round of stimulus by the Fed and also uncertainty that they may not do it," said Cho.

European stocks fell in early trading. Britain's FTSE 100 lost 0.4 percent to 5,750.60. Germany's DAX dropped 0.4 percent to 6,974.91. France's CAC-40 lost 0.4 percent to 3,418.50.

Wall Street futures also pointed to a lower open. Dow Jones industrial futures fell marginally to 13,079 while Standard and Poor's 500 futures were down nearly 0.1 percent to 1,406.70.

Stocks were mixed in Asia. The Tokyo Stock Exchange's benchmark Nikkei rose 0.4 percent to 9,069.81 and South Korea's Kospi added 0.6 percent to 1,928.54. Hong Kong's Hang Seng Index turned 0.1 percent lower at 19,788.51. Australia's S&P/ASX 200 lost nearly 0.1 percent to 4,356.04.

Benchmarks in Singapore and Taiwan rose, while Indonesia and Thailand fell.

On mainland China, the Shanghai Composite Index lost 1 percent to 2,053.24 ? its lowest closing in more than three years. The Shenzhen Composite Index lost 0.6 percent to 851.14.

"There is just no chance for the market when the economy is slowing down while no more positive policies being released. Investors are disappointed. I guess we have to wait for economic data in August to be released at the beginning of September to see if the economy has reached the bottom," said Li Jianfeng, an analyst at Caida Securities in Shanghai.

China Petroleum & Chemical Corp., lost 3.1 percent. Inner Mongolia Baotou Steel Rare-Earth (Group) Hi-Tech Co., China's top rare earth producer, lost 6.6 percent.

A rally in tech exporters helped lead South Korean markets to a rebound. Samsung Electronics Co., the world's largest technology company by revenue, closed up 2.9 percent, as investors shrugged off shock from Apple's decisive patent victory in the U.S. last week that sent Samsung shares 7.5 percent lower on Monday.

Samsung vowed to appeal all the way to the highest court in the U.S., while Apple asked the court to block eight Samsung products in the U.S. for patent infringement. Samsung's smaller rival LG Electronics Inc. rose 4.4 percent after announcing a new smartphone.

Economic data released ahead of the annual speech by Federal Reserve chief sent mixed signals about the pace of the U.S. economic recovery. A Tuesday government report showed that U.S. house prices increased in all major U.S. cities in June, the latest sign that the housing market has been rebounding.

But on the downside, consumer confidence dropped to its lowest level since November 2011. The Conference Board said consumer confidence index fell to 60.6, down from 65.4 in July. Economists had expected a reading of 66.

Benchmark oil for October delivery fell 67 cents to $95.66 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose 86 cents to finish at $96.33 per barrel on the Nymex on Tuesday.

In currencies, the euro fell to $1.2561 from $1.2564 late Tuesday in New York. The dollar fell to 78.50 yen from 78.53 yen.

Giving something away for free is another great way to get people fired up about what you have to say.

Number 2 your web page needs to be built for speed. The thing to remember with hit exchanges, you only have about 20 to 30 seconds of exposure time to grab your viewers attention. So make the page short, and to the point. Lastly, I recommend that you put a picture on the page, a picture is worth 1000 words.(This will help you to keep it short)

You may have to adjust the wording, if you find that you are not getting the results you are looking for. This kind of web page works well, once you have everything right. From there things move into auto pilot!

Notice in my example the picture of the e-book. When I first had built the page I did not include the picture, after adding it my results were 100 times better. Also if you take note of the form on the page. When the viewer submits the information to the auto-responder, the auto-responder sends the E-book to the person's email automatically.

There is still one more step to take. This step is my favorite, it can earn you a ton of extra traffic, so if you are interested pay attention to this. You already know that your new prospect uses hit exchanges! This gives you a golden opportunity to earn credits by referring them to other traffic exchange services. All traffic exchanges that I have ever used, provided me with extra credits, and even money for referring them to new clients. Although it should be Obvious, you need to send your affiliate links to your prospects to earn credits, and this step can be done using your auto-responder!

Summer days are some of my favorites. It always fun to play with the girls on a big blanket in the grass or watch Maddy pushing Molly in her swing as they both squeal gleefully. Maddy runs around kicking her soccer ball as Molly looks on, just itching to get in the game. At this rate, Molly will be running around with Maddy in no time!

At the end of the day they?re exhausted! My girls are small so they?re in bed early.?I always enjoy sitting out on the back deck taking in that?dusky sunlight of a summer day?s end.?Their early bedtime also leaves plenty of time for me to mix up a little summer cocktail to enjoy out there in the balmy warmth of August.

This cocktail is the perfect drink for warm summer days with friends or some ?me time? in the evening. Fresh strawberries, lime and mint combine with a little bubbly champagne and makes any time you have one feel like a little something special. This can always be made virgin as well by simply trading champagne for club soda. Enjoy these last lingering days of summer with drink in hand.

Sparkling Strawberry Mint Limeade

Sparkling Strawberry Mint Limeade

A fresh summer cocktail of fresh strawberries, lime, mint and a little champagne to top it off.

Ingredients

  • 1/2 cup packed fresh mint leaves
  • 1/2 cup lime juice
  • 1/4 cup water
  • 1/4 cup agave nectar
  • 1 bottle of champagne, chilled

Instructions

  1. Place everything except the champagne into a blender. Blend together until smooth.
  2. Divide among 6 glasses (about 1/2 cup per glass.)
  3. Slowly pour 1/2 cup champagne into each glass and stir gently to combine.
  4. Enjoy!

Mitt Embraces His RomneyCare Past

Mitt Romney gave a blockbuster interview to Fox News Sunday's host Chris Wallace, and in it he said he's "very proud" of his?Massachusetts?health care policy that served as a partial inspiration for the Affordable Care Act.?"I?m the guy who was able to get all the health care for all the women and men for my state," Romney said. "They were talking about it at the federal level. We actually did something and we did it without cutting Medicare and without raising taxes." Health care came up after Wallace asked about women's health issues, and Todd Akin's comments about "legitimate rape" from last weekend.?"Oh, I think it was a terrible statement on his part," he said. "I think it was uninformed. I think it was outrageous and offensive...?I think I have distanced myself from the kind of thing he said as far as I possibly can," Romney added. "He was wrong. And it?s obviously being used by Democrats to try to cast a shadow on our entire party and it?s not. Leaders of our party have pretty much unanimously said, 'Mr. Akin get out of the race. You?ve said something which is highly offensive.'"

He also defended his oft-cited-by-Dems-in-attacks bank accounts in Switzerland and the Cayman Islands. "Well, first of all, there was no reduction, not one dollar reduction in taxes by virtue of having an account in Switzerland or a Cayman Islands investment," he said. "The dollars of taxes remained exactly the same. There was no tax savings at all." He said his blind trustee made decisions?"entirely consistent with U.S. law and all the taxes paid were those legally owed and there was no tax savings by virtue of these entities." When asked why didn't defend his foreign investments sooner, Romney said it was because he doesn't have anything to hide.?"I could have said don?t make any investments in any foreign companies, in any foreign bonds, in any foreign currencies, only U.S. entities, and by the way don?t buy foreign products, don?t have any Japanese TVs or foreign cars, yeah, I could have done that," he said. "But I did live my life. And I expect by virtue of disclosing all these things, people can take a look at that and see whether that?s something their comfortable with.?I?m not going to try to hide who I am and try to manipulate my life to try to avoid the truth," Romney said.?

Reince Priebus promised Fox News Sunday host Chris Wallace that Hurricane Isaac won't stop the GOP from nominating Mitt for President, or from having a good time. "I think it's a nothing," he said.?"Have we really gotten to the point where we can't have any levity at all in politics?" Priebus asked. "We have gotten to a place in politics that is just ridiculous. No one can say anything that's remotely humorous. The president makes jokes about this all the time." Priebus failed to mention how worked up the Romney camp got when Obama joked about Seamus the dog.?

Martin O'Malley said the Republican party has operating on a not-so-subtly white focused agenda lately in an interview on State of the Union.?"When you have a party that says coded things, that makes totally false ads up, falsely saying the president is trying to undo welfare reform, I think you're going to see a lot of heavily and not-so-subtly coded messages from the Romney-Ryan campaign," O'Malley said when asked about the GOP appealing to white voters.?"What people are going to see very clearly, simply in the pictures that come in to their living rooms of these two conventions, is a party of exclusion, and a party of inclusion," he said. "The Republicans have painted themselves into a demographic corner, if you will. You hear people, like even Jeb Bush, saying that they have to change for the long-term because this view of white, Anglo-Saxon America, 'I'm a true American, no one questions where I was born' sort of thing is very offputting to us who believe that our diversity is our strength." O'Malley said that the tone of the Romney campaign for a while has been very white-centric.?"I think the birther comment, when you combine it with Mitt Romney's other comments, the comments he made abroad, about the president not truly appreciating, when he was in England, the Anglo-Saxon perspective on the world, when you put it together with some of his anti-immigrant policies and the things that he has said, I think what it reveals is a sort of perspective on America that would take us back to the days of 'Ozzie and Harriet' rather than recognizing that we in fact a strong people because we are a diverse people."

O'Malley was directly referencing comments Jeb Bush made about the GOP's demographic focus in an interview that aired on NBC's Meet the Press on Sunday. "I'm concerned over the long haul, for sure," Bush said. "Our demographics are changing. And we have to change not necessarily our core beliefs, but the tone of our message and our message and the intensity of it, for sure... This is going to be a close election. Long-term, if conservatives principles our going to be successful and implemented, there has to be a concerted effort to reach out to a broader audience than we do today." He also told President Obama to stop blaming his brother for all of America's problems. "I think it's time for [Obama] to move on," he said. "I mean, look, the guy was dealt a difficult hand, no question about it. But he's had three years, his policies have failed. Rather than blame others, and I know that we were taught that that was kind of unbecoming, over time, you just can't keep doing that, maybe offer some fresh solutions to the problems that we face. But that's not going to happen between now and election day."?

Marco Rubio said he doesn't like Todd Akin's chances to win the Missouri Senate race in an interview on CBS's Face the Nation. He said it would be almost impossible for Akin to pull off a victory after his "legitimate rape" comments.?"As far as that particular race is concerned, absolutely, I believe his statements make it much more difficult, borderline impossible perhaps, for him to win that race," Rubio said. "I think that?s been clearly communicated to him both publicly and privately by a whole host of voices so we?ll see what decision he makes going forward." Rubio said he doesn't think Akin will?jeopardize?Romney's chances of being elected President, but he is jeopardizing the Republicans' chances of taking the Senate.?"I think he's been informed of that," Rubio said. "Ultimately, he has to make the decision he feels is right. Everyone has informed him what the political consequences are."

Wall Street Week Ahead: S&P to fly after wild ride to Wyoming

NEW YORK (Reuters) - The streak is over, but is the trend intact?

A six-week string of gains in the S&P 500 <.spx> ended on Friday amid shifting expectations for central bank stimulus. This week could bring clarity on that issue, and that could determine whether the recent rally that took the index to four-year highs will persist.

"The streak is broken, but the trend isn't, and I think the next major move on the S&P will push us up towards 1,450 or 1,500," said Mark Arbeter, chief technical strategist for Standard & Poor's in New York. "Small- and mid-cap stocks are near their all-time highs, and if they break those highs, I think that will prompt the market to really rip higher."

Still, the market could be in for a bumpy ride this week ahead of Friday's meeting of central bankers in Jackson Hole, Wyoming. Investors are looking for clues on whether Federal Reserve Chairman Ben Bernanke will announce a third round of quantitative easing.

Bets on aggressive action to increase growth have spurred most of the market's recent gains, meaning any disappointment could stop the rally in its tracks. The CBOE Volatility index or VIX <.vix>, a measure of investor anxiety, jumped almost 13 percent last week.

While many analysts expect QE3 - and Bernanke wrote a letter to a congressional panel that the Fed has room to deliver it - the odds seemed to decline following comments on Thursday from James Bullard, a non-voting member of the Federal Open Market Committee. He said the latest Fed minutes, which indicated the central bank might be ready for more stimulus, were "stale.

"Rhetoric is going back and forth about what we can expect, and we could see some big gyrations going into the meeting, depending on the latest rumor," said Michael Matousek, a senior trader at U.S. Global Investors Inc in San Antonio.

IS QE3 BAKED INTO THE CAKE?

In the recent six-week winning streak, the S&P's longest since January 2011, the index climbed 4.7 percent. That could indicate QE3 has already been priced into shares.

"I think we're priced so that we won't see a major move if something is announced," Matousek said. "But if the status quo persists, which is what I'm expecting, that could be a big disappointment."

Daily trading volume, which has been among the lowest of the year recently, is expected to remain muted ahead of the meeting. Low volume could amplify stock swings in both directions, and there is little other news to otherwise drive trading.

Following the Jackson Hole meeting, there will be a market holiday on September 3 for Labor Day. Trading is expected to pick up after that, with a major catalyst seen on September 6, when the European Central Bank has its next meeting.

The ECB recently pledged to "do whatever it takes" to address the euro zone's debt crisis, comments that contributed to recent positive sentiment.

Earnings season is winding down, with only five S&P 500 components scheduled to report in the coming week, including Tiffany & Co , Joy Global Inc and H.J. Heinz .

With 98 percent of S&P 500 companies having reported results, 67 percent have topped expectations by an average surprise factor of 4.3 percent, according to Thomson Reuters data. The 67 percent beat rate is higher than the long-term average of 62 percent. However, there have been some notable disappointments lately, including Hewlett-Packard Co .

Economic indicators includes August reads on consumer confidence and sentiment, the latest read on Chicago PMI and July pending home sales. The Fed's Beige Book, a collection of anecdotal information on current economic conditions, will also be released.

"The market is torn between macroeconomic concerns on one hand, and relatively good earnings and business trends on the other," said John Carey, who helps oversee $260 billion as a portfolio manager at Pioneer Investment Management in Boston.

"I'm encouraged by the fundamentals out there, but unquestionably, the economy has slowed."

The S&P 500 fell 0.5 percent last week, a relatively mild decline after six weeks of gains. On Tuesday, it surged to its highest level since June 2008 before pulling back. The Dow Jones industrial average <.dji> slid 0.9 percent for the week, while the Nasdaq <.ixic> slipped 0.2 percent.

For the year, all three major U.S. stock indexes have racked up substantial gains. The Dow has gained 7.70 percent for 2012 so far, while the S&P 500 had advanced 12.21 percent and the Nasdaq has climbed 17.84 percent.

"The market has been so strong lately that there's the idea Bernanke could pull back from QE3 as a result of that," said Randy Frederick, managing director of active trading at Charles Schwab in Austin, Texas. "But then, all that really means is that the market is able to stand on its own two feet."

Syrian rebels left lives as butchers, barbers

MAREA, Syria (AP) ? In their previous lives, they were butchers, barbers, construction workers and university students.

Now they are rebels fighting a civil war they hope will end Syrian President Bashar Assad's authoritarian rule.

The rebels are a mixed bunch, a combination of army defectors, Islamists, intellectuals, laborers and other ordinary people who took up arms against one of the Middle East's most brutal police states.

"We kept saying peaceful, peaceful. But they came at us with guns and shells and airplanes, so we finally said: "This peaceful isn't working," said Mohammed Sami, 22.

He said he sold vegetables and worked in a grocery store in this small town in northern Syria before persuading his father to invest in his dream: a barber shop.

He worked with a friend and their shop had two chairs, big mirrors, electric clippers and a TV set.

After the uprising started, he said they hung a revolutionary flag on the wall. When soldiers raided the village, Sami said they set his place on fire.

Soon after, Sami said he joined the rebels.

Bader Farouh, 17, said he got arrested soon after catching the revolutionary bug. Police nabbed him from a protest in the northern city of Aleppo. For three days, he said they folded his body into the hole of a car tire and beat him with sticks. They let him go after he signed a pledge to stop protesting.

But they caught him at another protest a week later and he said they hung him naked on a wall for more beatings. Twelve days later, he was freed in a prisoner exchange between the regime and the rebels.

Afterward, he said his father took him to the head of a local rebel brigade and told him: "Take him and treat him like one of your sons."

That was six months ago.

Ahmed al-Saleh, 22, said he wanted to go to university after he graduated from high school but didn't have the money to pay for it or the grades to get the government to do so. So he said he joined the police and stamped passports at an isolated border crossing with Turkey. He liked the job and earned $270 per month.

When the uprising started, he said he supported it "in his heart" but kept quiet.

He marched in his first protest while on home leave, and he said it felt "amazing."

Last month, he ran away. Once he got home, he said he borrowed $1,000 from a friend to buy a Kalashnikov rifle.

Like many, he said he intends to go back to his normal life if the regime falls, meaning he'll rejoin the police force.

"I volunteered to serve my country, not to serve Bashar or anyone else," he said.

Sami the barber also hoped to resume his old life after the war, though he said it would be different without the regime.

"They torched my shop because I put up a flag," he said. "After the revolution, I'll put up whatever I want. There will be flags all over the place."

Forecaster: Isaac could later be a Cat 2 hurricane

KEY WEST, Fla. (AP) ? A meteorologist at the National Hurricane Center says Tropical Storm Isaac, which is expected at or near hurricane-strength once it reaches the Florida Keys later Sunday, could become a category 2 hurricane in coming days as it takes eventual aim at the northern Gulf Coast.

Meteorologist Jessica Schauer says the center is currently forecasting Isaac would make landfall late Tuesday night or early Wednesday morning somewhere on the northern Gulf Coast. A category 2 hurricane has winds of 96-110 mph (154-177 kph), but Schauer cautions forecasts that far out in time are subject to greater uncertainty.

Earlier Sunday, the center issued a hurricane watch from the mouth of the Mississippi River ? not including the New Orleans metro area ? eastward to Indian Pass., Fla.

Zumba burns more calories per minute than power yoga, cardio kickboxing, step aerobics and even advanced Pilates group classes, a study by the department of exercise and sport science at the University of Wisconsin-La Crosse found.

Zumba classes are an efficient and effective way to lose weight due to the high number of calories burned and cardiovascular intensity, the researchers found.

The study was commissioned by the American Council on Exercise and sought to determine the average exercise intensity and energy expenditure of participants in a typical Zumba class.

The group dance-fitness program, which reports 12 million class participants in 110,000 locations across 125 countries, was identified as one of the most popular workout programs in ACE?s 2012 Fitness Trends to Watch.

Exercise physiologists began the study using a test group of 19 healthy females ranging in age from 18 to 22, all of whom had prior experience in a Zumba class. To establish a baseline of fitness, study subjects each performed a treadmill test to measure their heart rate and oxygen consumption. They then completed a single Zumba class, all taught by the same instructor, while wearing a heart-rate monitor.

All participants reached a heart rate maximum of 80 percent ? an average of 154 beats per minute ? which is well within industry guidelines suggested to improve cardiovascular fitness. Class participants also burned an average of 9.5 calories per minute.

That?s more calories per minute than power yoga, cardio kickboxing, step aerobics and even advanced Pilates group classes, which were all previously tested by University of Wisconsin La-Crosse researchers.

?Just like the participants, we were surprised at how effective Zumba is in terms of its calorie-burning potential,? said ACE Chief Science Officer Dr. Cedric Bryant. ?Zumba has built an entire culture around having fun and engaging participants in this party-like atmosphere, but until now, little research has been conducted to test its effectiveness.?

Aside from its calorie-burning potential, Bryant said, Zumba is such a fun and engaging activity that many participants don?t even realize they?re expending a high amount of energy.

?The number one reason people give for not engaging in physical activity on a regular basis is the perceived lack of time,? Bryant said. ?I would argue that we find time to do things that we deem fun and engaging.?

?Our study concludes that Zumba classes can be a high-intensity cardiovascular workout for many, but we also want to note the importance of instructor expertise to ensure maximum safety for participants,? Bryant said.

American Council on Exercise is the world?s largest nonprofit fitness certification organization dedicated to providing education that helps individuals live their most fit lives.

Physicists search for hidden magnetic states

ScienceDaily (Aug. 24, 2012) ? Physicists from the University of Southampton were among the first researchers to use the new high magnetic-field beamline at Diamond Light Source, the UK's national synchrotron facility, to search for 'hidden magnetic states'.

If found, they will provide important confirmation of a theoretical model, which could have important applications in magnetic data storage.

Diamond's new I10 Beamline for Advanced Dichroism Experiments (BLADE) beamline, which has 300,000 times the strength of Earth's magnetic field, is providing them with the tools for the search. The beamline was developed through a partnership of several UK universities, including Southampton.

A team led by Professor Peter de Groot, from Southampton's Quantum, Light and Matter Group, consisting of physicists from the University of Southampton, the Clarendon Laboratory at Oxford and the Magnetic Spectroscopy Group at Diamond, is looking for 'hidden magnetic states' in a type of magnet that has been identified as an ideal candidate for data storage. The composition of this magnetic film material is such that it provides sufficient energy barriers to prevent thermally-activated data loss, with the potential to relieve the present limit on the storage density of hard disk drives.

Professor Graham Bowden from the University of Southampton explains: "We are using the 14 Tesla Oxford Instruments superconducting magnet on the BLADE beamline to study exchange-spring magnets. Our exchange-spring magnetic multilayers consist of alternating hard and soft-magnetic layers, in which the magnetisation arranges in spring-like magnetic nanostructures. Such magnets offer additional flexibility in optimising magnetic properties, with possibilities for superior data storage capabilities.

"So far we have identified at least three different classes of exchange-spring magnetic states. Being able to manipulate these states will mean that more than one piece of information can be stored at a given site. There are also 'hidden magnetic states'. Accessing these new exchange-spring states and their switching processes would be an exciting breakthrough in the field of novel magnetic store media. It will provide important confirmation of the theoretical model developed for exchange spring magnets at Southampton."

The Southampton team has been allocated further beam time to continue this research in early 2013.

Senior Beamline Scientist on BLADE, Dr Peter Bencok adds: "The first results on the new high-field superconducting magnet represent an important milestone, not only for the beamline, but for the whole of Diamond. Its magnetic field of 14 Tesla is about six times stronger than the saturation magnetization of high purity iron. This beamline also enables studies at the lowest temperature at Diamond of 300 milliKelvin -- a chilling minus 272.85 degrees Celsius. The team has worked hard to achieve this milestone and we are really pleased to see that BLADE is playing a key role in important new physics."

D-list actor allegedly threatens Harvey Weinstein's family

An aspiring actor who allegedly made death threats against Harvey Weinstein's family in an attempt to extort $4 million from the film producer has been arrested by federal agents.


Vivek Shah, 25, was living in West Hollywood, Calif., while trying to launch a career in film and television. The Akron, Ohio, native, whose biggest claims to fame are bit parts on "Bones," "Outsourced" and an unaccredited role in "The Dark Knight," attempted a fast-track to fortune by allegedly shaking down one of the most powerful men in Hollywood, among other powerful magnates.

Shah is accused of sending menacing letters not only to Weinstein, the Oscar-winning producer of "Shakespeare in Love," but also to four other millionaire tycoons, including a coal magnate, an oil executive and the owner of an NHL team.

"Each of these letters contained a threat to kill named members of the recipient's family unless a large sum of money was wired to an offshore bank account," Postal Inspector Joshua Mehall said in a sworn affidavit.

Weinstein is not named in the affidavit, but the 60-year-old co-chairman of The Weinstein Co. is described as "a Connecticut resident and co-founder of a film studio." Weinstein lives in Westport, Conn., where he recently hosted a $35,800-per-person fundraising event for Barack Obama.

Also allegedly targeted by Shah was coal magnate Christopher Cline, who is worth an estimated $1.5 billion, and from whom Shah allegedly attempted to extort $13 million. The affidavit signed by Mehall indicated that a letter sent to Cline contained "wiring instructions for a bank in Cyprus."

(WireImage/Getty Images)Although his acting resume is thin, Shah, a self-described "entrepreneur" and film producer, can be seen photographed in shots posted on his Facebook profile and IMDb page alongside some of Hollywood's elite actors, including Tom Cruise, Angelina Jolie, Zach Galifianakis and many others.

Shah was arrested Aug. 10 by federal agents at his parents' home near Chicago after he was named in a U.S. District Court complaint for allegedly sending threatening interstate communications. He is being held without bail in West Virginia, which is where one of his alleged targets lives.

According to documents posted on The Smoking Gun, Shah was "scheduled for training in handgun shooting" at a gun range in Los Angeles, investigators say.

Shah was born in Ohio, but moved to India for 10 years with his family before returning to the United States, according to his IMDb profile. He studied at Columbia College Chicago and later at the Chicago Actors Studio and Chicago's Second City Training Center.

If convicted of the felony charges, Shah faces a maximum 20-year prison term.

CAIRO (AP) ? Egypt on Wednesday formally asked the International Monetary Fund for a $4.8 billion loan to boost the country's sagging economy, and said it expects to reach a final agreement by the end of the year.

Egypt's finances have been badly battered by the political turmoil that has roiled the country since last year's popular uprising that ousted longtime leader Hosni Mubarak, and securing a loan would help shore up confidence in an economy that has seen tourism revenue and foreign investment dry up and foreign currency reserves plummet by more than half.

State TV said Egypt's leaders requested the $4.8 billion loan during a meeting Wednesday with IMF chief Christine Lagarde in Cairo.

Speaking to reporters after the talks, Prime Minister Hesham Kandil said Lagarde's visit "gives a positive message to Egypt and the whole world that Egypt is stabilizing and that the economy is heading to a recovery."

Kandil said the loan will be doled out in five phases, with an interest rate of 1.1 percent, and that he expects to reach a final agreement with the IMF by no later than December.

Lagarde, however, said that she didn't discuss the details or the amount of the loan but that the prime minister had a "figure in his mind."

Kandil's government has been holding meetings with top IMF officials over recent days and the details about the deal appeared to have been discussed during those meetings.

Kandil said his government has drawn up an economic plan for the IMF that includes strategies to counter the budget deficit of 144 billion Egyptian pounds ($23.6 billion), encourage investment and ensure that subsidies reach those most in need.

Egypt's Finance Minister Momtaz el-Said told the state-run Al-Ahram newspaper in remarks published Wednesday that Cairo hoped to increase the loan from the initial $3.2 billion discussed earlier this year to $4.8 billion to cover the budget deficit that has grown because of shrinking tourism revenues and foreign investment since last year's uprising.

El-Said said he met with IMF officials in Cairo before Lagarde's visit.

Initial talks over a $3.2 billion loan stalled earlier this year because of differences between the then-ruling military and Egypt's political leaders.

The Islamist-led parliament opposed a deal, saying that a transitional government should not sign an agreement worth with billions of dollars and carrying heavy financial obligations because it would place a burden on the future government.

The IMF insisted on political consensus before approving the loan, and the talks drew to a halt.

Since then, the parliament has been dissolved by court order in June and Egypt elected Mohammed Morsi, an Islamist from the Muslim Brotherhood, the country's new president, paving the way for renewed negotiations with the IMF.
